You’re right, whether using the box rules or LHTR. Taking a power’s IPCs by taking their capital is not income, so you can collect it even if your capital is held by the enemy.

Hearing a lot about mapview, but can’t seem to get a classic AA board or revised board, only these weird module games to load up. Someone want to post directions to open a normal AA or AAR game?
