Kamikaze are a defensive weapon, which are resolved at the beginning of the combat phase, so the attacking air units have already launched from their carriers are not in danger (unless they are “guest” air units). As such, they will participate in combat even if their carrier is hit, and will have the remainder of their movement to land as normal afterwards.

While a pretty deep and semi-complex game, the 1940 rule books are VERY good. I wouldn’t be exaggerating much saying 50% of the answers to questions in this post can be found in the rulebook.

Agreed. The answer to about half of the questions on these threads are obvious if you do a reasonable read of the rule book.
I would be happy to provide you with intensive A&A training for $50 an hour - cheaper than a college class! :-D

Can German mech attack Ukraine as they “meet” German tanks in bessarabia.

None of the mech in East Poland can get to Ukraine in the combat move.
Each mech must be paired with a tank, and they both must start and end their combat movement together.

On defense -
When returning from scrambling out to a sea zone
When its carrier is damaged or sunk (but must return to carrier it was on before unless impossible, so the movement point is granted only when its carrier is damaged or sunk) -
Note that scrambled air units must return to their original territory unless it was captured by the enemy.
Also, fighter interceptors for bombing raids whose original territory was captured by the enemy may move one space to land.

Mongolia only turns Russian if Japan attacks a SOVIET-CONTROLLED territory bordering Mongolia, so no.

You must have controlled the territory at the start of your turn to place a facility there, so UK must wait until the following turn after activating Persia to build a complex there.
