Global '39 technology

We’re using technology (or trying to use it) this weekend. Is it possible to get a step by step run down on how aquiring technology works in Global '39. The chart with the different values, in terms of how it relates to the dice, is causing some confusion.

Each nation has to roll dice to achieve that number on the chart to get that technology.
When you buy for technology and roll, when you climb to the number listed, you have that technology. It makes getting technolgy faster and works for different nations that were further behind or ahead more realistic.
