Thank you. Had not seen that and was unhappy to contradict Kriegkund, but could not see any difference with what I had said. Now I realise without a japanese DOW against UK/Anzac a Japanese player could have moved through an occupied sea hex on its way to a Dutch territory. Now it cannot. Though, of course, my way and knowing I was provoking war with UK/Anzac, I would have attacked them too and, therefore, not moved illegally through a sea zone . You have to love Japan.
Industrial Complex Question

The rules say that if you liberate a territory whose capital is in enemy hands, you can gain the income from that territory and use any aa gun or Industrial complex there until your ally regains his capital. But can you build a new IC there if you want? Then it would go to your ally when his capital is restored?

The IC’s are not destroyed and you can’t have 2 in one territory. If you mean build one on a territory of his you have taken then yes you could as long as the territory is eligible.

A clearer wording of the question might be: can I build an industrial complex on my ally’s territory if I am controlling it while his capital is in enemy hands?

Yes, but only a minor one if you’re using the Alpha rules.
