    I used edit to tweak my NCM slightly.

    The fighter which went from Kwangsi to Kwangtung during combat lands in Manchuria instead of Kwangsi again.
    One fighter (not used during combat) went from Manchuria to Japan.

    It works fine for combat.

    It still requires a workaround for noncombat.  If you want to move troops on that transport to a friendly territory, just load them during combat phase, move the ship also during the combat phase, and then unload them during noncombat phase.
