I just checked out the Powers That Begin the Game Neutral (I always read the FAQ posts) and the transport loading situation on a DOW turn is actually listed as an exception.

So it’s another bug from Triple A…Going to mention it to Veqryn.
I wish this exception was listed on page 13 of the rules (Units Starting in Hostile Sea Zones) … rules in the game still surprising me :lol:
kcdzim seems to be saying that neither Japan nor the UK aren’t technically powers that that begin the game neutral … I am not 100% sure, but he may be saying that the rule on page 15 won’t apply to our SZ36 scenario.

That issue, in that sea zone precisely, has been adressed by Krieg in the past. Just can’t find it in the 195 pages thread.
