    @Noll:

    the game doesn’t let me pair a mech inf with an arm to attack Malaya.

    I’ll “move” the Mech Inf to shan state in order to accomplish the attack.

    Next time this happens to you, click edit mode.  Then on the right side you should see a tab called “action”.  This will allow you to make movements the engine wouldn’t otherwise allow.  Then un-click edit.  Your opponent will be able to see the edit in the history.
