Just so you know, Romania is only a retreat option if an attacking unit passed through it to get to YUGO. Sending infantry from HUN does not accomplish that. You could have sent an EPL tank though if you want to roll/move one to make it to YUGO.

I am not sure if this is the right way to go with the Soviet buy. Moscow won’t hold if it can’t mobilize anything though, so fighters might result in more defenders in the short term.
