@The_Good_Captain Yes I noticed the same thing after our first game (where I brought the SC with the flank instead of the MECH) and made the adjustment. Doesn’t come up often but when it does it can swing the numbers ever so slightly.

I am not referring to the Pacific. I am only talking the Atlantic near Canada. As far as I saw in Larry’s site, that rule did not change in Alpah 3.9 either. Basically, the way I read the rules, America is not allowed to move within one movement of Africa, Europe or the British Isles (England/Ireland).
The Pacific rule has always (Alpha 3, Alpha 3.9) been that America can go anywhere except end next to a Japanese territorory.
