I decided to make some national reference cards for the Global40 game to help new players who joined in on my games. Basically I used PowerPoint to put as much relevant information onto the cards as possible, so they may not look as polished as some people may make them on these forums. I wanted to share these however if anyone is interested. I think I do not have enough posts yet though so I cannot post a hyperlink for people to download them. Would a tech system like this be balanced?
You roll the dice and you get 1-6.
You then roll again 1-6 and get 1-6 within the number chart.
You have 36 possible techs at the cost of 5ipc each. -

No, what you’re suggesting is 100% tech. $5 is way too cheap for an assured tech. If you want to house rule it, I’d suggest making it a high cost and throw out a bunch of tech that aren’t worth much. Speaking of, I’m not even sure I could come up with 36 different tech and I think that you’d go crazy trying to remember what each power could do as far as movements, attack, defense, etc.

I gets it now: there are 36 techs on 6 charts. Roll 1 die for the chart and 1 for the tech.
If that’s what he means definitely no.
