I like all the special sea zone restrictions. Gibraltar and Danish straights. Any thoughts on Suez going through Egypt.

Also like the inclusion of aaafire and some limited transportation capability. Anything that makes for more attractive ship builds always seems good to me.

On the air, the main impediment to ready testing FtF is the requirement to buy more stuff than comes in the boxed game. With a G40 expansion you still only have 3 sculpts.

I was thinking about this issue for the C5 strategic bomber concept in 1942.2.

One thought I had about Tacs in 1942.2 for the Defenseless Strat B idea I had, was that some aircraft might be represented on the map by a scult that always has a green chip under it (saving all green chips for this use). So with that idea, I was thinking you could represent 3 air units with only 2 sculpts. For example

Strat B = C5 SBR only
Green Chip Fighter = Tactical Bomber
Fighter (red or gray chip) = Fighter

Or you could use a roundel, or paint a tail, but the green chip seemed pretty easy to work with.
Fighter can still fit on a deck that way.

Perhaps if its a game designed to use G40 sculpts for 1942.2 you could just do the same thing with the bomber sculpts? Like
Medium bomber = normal sculpt
Strat bomber = green chip sculpt.

Just an idea to make it easy to test, without a big commitment in painting or purchasing new stuff.

For the factories, I do worry that it takes any series threat to Tokyo from the Americans pretty much off the table. It’s very hard to get onto the mainland in an effective way with US, without expanding production on the money islands. Is this what you are trying to avoid? Or are you trying to prevent Japan from using one on India/Africa/Australia?

For my part I enjoy the factory unit, so rules that restrict where it can go aren’t as appealing to me. Basically the 3 islands affected, Philippines, East Indies and especially Borneo, are pretty much the only interesting territories in whole the Pacific, by virtue of their production potential, so it seems a shame to lose them.

The map should be marked for possible landing sites. It is not a fact that major landings could take place “anywhere”.
True but it is too much zoom-in tactical level geography.
Let’s suppose the amphibious assault is made in an appropriate places.
The bad or good luck of the first roll of dices in combat is making for a good or bad landing place.

First, the attacker should only be able to attack with infantry only on the first round ( and air units). This would be rolled after SB is performed.
AAA fire then Shore Bombardment are the first two steps. At a tactical level, artillery and armor have a bad moment to pass through during landing phase. The issue is to figure it all at strategical level and keep balance.
I suggested this penalty can be enough:
instead of saying all A1 for the first round of an Amph. Assault
Just say all attacking ground units get -1A to a minimum of A1, for the first round.
Hence, Artillery get A1.
But, at least Armor can get A2.
And according to this HR, even an Inf getting A2 for being paired with Art is reduced to A1.
But, at a strategical level, the SB can give a little support to Infantry unit trying to land.
That’s why:

During the first round of an Amph. Ass.
Destroyer, on a 1:1 basis, give +1A boost to 1 Infantry unit.
Cruiser, on a 1:1 basis, give +1A boost to 1 Infantry unit, in addition to the shore bombardment.
Battleship, on a 1:2 basis, give +1A, to up to 2 Infantry units, in addition to the shore bombardment.

So the warships heavy guns can make a difference (even Destroyer’s one), on landing round.

Second, Defending Infantry and Artillery should fire preemptively ( loses taken first do not fire in subsequent rounds)
This is a tough one, do we give it to Artillery unit only or to both units?
Here I followed Razor and also you, at the strategical level, and for balance (too much Inf vs Art), and for simplicity and also because 1914 give it only to Artillery unit. And it will be a weaker ones however:
All Artillery units get a preemptive strike (like subs) against incoming units.

Third, all remaining attacking units roll, then remaining

The attacker should be able to retreat, however all mech units are converted into infantry ( they leave the beaches with equipment…ala Dunkirk)
That one is new. It is alien to A&A system to convert 1 unit into another.
However, a retreat possibility could be interesting…
But usually the better units will survived last. This means it will probably be armor or artillery…

Instead, it can be something like this:
If amphibious assault units needs to retreat (at the beginning of the round), attacker must loose 1 Armor unit or 1 Art unit before any other 1 casualty.
Basically, attacker must loose 1 additional ground unit (the costlier and valuable one), and this unit cannot fire, then return the surviving units on landing barge (transports).
On most occasion this will mean 1 armor unit, an A3D3, 6 IPCs unit.

Thanks for this idea about amphibious assault retreat.

It can even more create an incentive for the defender, to throw an air/naval assault on transports to get ride of the surviving retreating units. Rarely see, ground troops going into the bottom of the ocean with transports units.

Another way to get a distinctive taste between Fg and TcB on offence is to give attacking Fg a preemptive strike @1, like it is in 1942.2 SBR.

Fg A1 preemptive / D2 regular
TcB A1 / D1
StB A1 /D0, but A1 is like a 1 AAA @1 vs up to 1 plane without preemptive, up to 1 StB or plane whichever is less.

So you kept a progressive scale from D0, to D2.
And every unit get a chance in dogfight phase, no bystander, except for StB on defense.

Ok we played this today and it turned out to be pretty balanced.

Allies won

I’m still a little iffy about the 2 German subs that start SZ 2 (Germany subs were in total control of the Atlantic for the entire game)

The other rule changes I made was to make Borneo and East Indies (DEI) basically neutral until attacked by Axis or US enters the war, then they join FEC/UK seemed to work out nicely.

So where we at on these markers?

[u][b]Rail Station:[/b][/u]

Cost: 12-15 Attack: - Defense: - Move: -

These can only be build in controlled areas that contain a factory and only one per territory. If placed in an area that contains a major factory they can move 10 units, and 3 if placed in a minor factory, and they must start from Rail Station. If the factory is damaged the rail movement is equal to placement value.

Rail Stations have a fixed AA defense of 1 roll like AB or NB.

In order to move units you must also build Rail Markers to indicate direction of travel.

[u][b]Rail Markers:[/b][/u]

These markers cost 6 IPC each and allow land units to move from rail station along whatever path of Rail Markers have been built. They can be damaged by SBR up to six points. the first points reduce the number of land units that may move to a total of 6. ( if the Rail Station starts with a major factory you may still move 4 units) The distance is unlimited as long as you built a connected line of Rail Markers. Rail markers have no fixed AA gun defense. If the enemy captures the area where a Rail Marker is present, it is destroyed.
