Well, it prevents the loading of transports since the sea zone is hostile at the beginning of the turn.
you would be right if it were the uk’s turn, i would not be able to make any noncombat move with the transports because they would either have to leave the zone in combat phase or be involved in the battle with the destroyer, thus preventing their ability to be involved in noncombat. however, since it is russias turn, i believe should be able to clear the zone and then board the transports in noncombat since the british transports were not involved in combat. the way i read the rule, boarding a transport in prohibited in a hostile sea zone, but not after the zone is not hostile (ie, in noncombat after the destroyer is cleared). IF this were all true, the ability of the russians to actually clear the zone is another question entirely. :lol:
