There is are discrepencies with your noncoms.

You sent 3 ftrs from Burma to Yunnan in combat and 5 ftrs from Burma to sz38 in combat. You started with 8 ftrs in Burma. Therefore, there are not ftrs left in Burma that can fly to Russia. You moved the 3ftrs from Burma to sz35 in your noncoms.

Also, you left a ftr in sz49 when you moved the cvs.

yeah i see the mistake.  the fifth fighter going to z38 should have come from z49.  i accidentally typed that it came from bur.  i left one fighter in bur doing nothing in order to fly to russia.  let me know if you have a problem with that, otherwise everything is correct i think.

in other words, the z38 combat move typing should have read:

z38 (2 sub) - des (z49), 4 ftr (bur), ftr (z49)

and then everything would be right.

i typed the NC move in advance of combat, that’s why the fighter from bur went to rus.  i was shuffling fighters around and must have mistakenly thought there were 2 fighters originating in z49 and 9 in bur.

let me know what you want to do obg, i’m just telling you what was intended.  what the map shows is what i intended from the very beginning, to have one fighter from burma free to noncom to russia.  i doubt there could have been much utility in leaving a fighter free in z49 since it couldn’t get nearly as many places as the one from burma.  however, i did make a typing error so it is your right to ask me to noncom the fighter from z49, just let me know.
