    I believe the maximum damage that the Sinkiang Factory can take in Strategic Bombing is double its IPC value (i.e. 2x2= 4).

    You’re absolutely right.  I was thinking 1940 rules.

    By the way the AA gun from India stays British even if it moves into another power’s territory.  It’s still in Kazak and owned by UK.
