So, please, cancel your attack in Mongolia, and rearrange whatever you want with your moves and attacks.
Turn 1 (or whatever), you DOW Russia and attack a territory adjacent to Mongolia. Then, once it’s done, Mongolia troops are activated and you can attack them next turn as they are now russian units.
