Well im assuming it means what its says, unless the author is anything like my gf then there is probably many many hidden meanings and clues which must quickly be discovered or face untold consequences.

i’d assume strict neutrals don’t apply, otherwise japan would give USSR like +15ipc for mongolia, even if only for a few turns that could really make germany’s life HELL on the eastern front

Its just any territory that at the start of the game belonged to either Italy or Germany or if it was a pro axis nuetral
