I’ve reviewed the rules for Unfriendly neutrals, pg 11 E40 rulebook. It’s a little confusing to say the least. If I understand it correctly a failed attack on a unfriendly neutral would result in.
- that territory joining the axis, ie adjust ipc count.
- the army would remain neutral.
- you still could not land planes there(?)
