    I’ve reviewed the rules for Unfriendly neutrals, pg 11 E40 rulebook.  It’s a little confusing to say the least.  If I understand it correctly a failed attack on a unfriendly neutral would result in.

    • that territory joining the axis, ie adjust ipc count.
    • the army would remain neutral.
    • you still could not land planes there(?)
