I took it to mean DOW on round 7 but actual combat on round 8, unless you want to go DOW on round 8 but no combat until round 9.  Not that I expect you to stay at peace that long!

to set the record straight, my intention was that on R8 they could declare war on their collect income phase, if noone had attacked them yet.

based on my timeline that’s Dec 1940-41 and I would not have wanted to give them DOW rights prior to the real pearl harbor.

you know we agreed to radar for UK?  UK aa guns should have been shooting at 2, I actually should have shot down a german bomber R1.

actually it looks like I shot down one of the tac bombers, and it was R2 not R1.

I guess we can just let this pass.  I noticed that you didn’t roll your super subs either.  We’ll drop tech.
