@The_Good_Captain The rule applies in all sea battles where there are sea units allied to the attacker present, regardless of the type(s) of defending German sea units. The rule mentions only German subs because the author failed to take into account the possibility that the situation could also exist with German surface units if they were mobilized in a hostile sea zone. This oversight was corrected in the Axis & Allies Pacific Rulebook.
Flight over the bosporus.

I know that flight over a neutral country is not permitted and naval travel throught the bosporus is no allowed, but is flight thru the bosporus allowed or is it considered a part of Turkey?

the rules say that naval passage into the black sea is restricted, but I imagine a plane could travel through that sea zone.

Yes, but you could still fly planes over the Black Sea. It’s a sea zone, it belongs to no one. The Aegean Sea borders the Black Sea so you could fly planes between them.
