The way I read it is everything is exactly like G40 alpha3 except for the initial setup.Does every power start with the ipc’s in the chart?Ger-30,Rus-37,China-12 etc?

I think the game starts on G3 aswell in terms of turn based triggers.  othwerwise, the starting incomes are the same i think
