incidentally what happens when both sides have subs with no destroyers present?

In that situation, both subs can fire first, but both subs also have the option to submerge whenever they could fire. So the defending sub has the option to submerge rather than defend on a 1. Kind of a technicality
By the way, the french destroyer should be with the UK fleet off India. it was announced with the france NCMs but I see that i forgot to move it on the map.
