@The_Good_Captain g18-ncm-edit.tsvg A norm is one thing, and a rule or law is another. By norm and long-standing practice, neutral nations in Classic have never been occupied or used in play, regardless of how someone might try to interpret the wording of the rulebook.
Even the official FAQ for Axis & Allies Classic 2nd Edition never mentions neutral territories at all. This shows that they were never intended to be used in play — otherwise, the FAQ would have clarified the rules for them, just like it did for transports, submarines, AA guns, and other mechanics.
