In the rules for combat on page 19 says if the attack is pressed, then steps 2-5 repeat. The subs surprise strike or submerge is step 2.
This will probably come up later in battles where destroyers are taken as casualties or are absent, so if you want to be certain you can ask in the FAQ or rules threads.
