Of course it can. It makes no difference that originally it was a neutral territory. Its current status is a territory of the United States and therefore, with an IPC value of two,it can be a location where a minor industrial complex can be placed.

I’m looking to play a game of E40 this Thanksgiving with my family and I’m wondering which ruleset I should use?
OOB, A+2, A+3?

In my humble opinion, I would use Alpha 2 but with the alpha 3 AA guns. Just add the extra AA guns listed in the alpha 3 setup and use the alpha 3 rules for the AA guns. Everything else about alpha 2 is fine and it really is a better balanced setup than alpha 3. I think that is the best combo for a great game. Have fun!
