Yes, accident.
And you can’t attack Libya because you can’t load a man in a hostile sea zone. You have to load in a friendly one and then you can attack Libya.

I agree the subs and destroyer ruling confuse me frequently as well as many other rules :-). I did not move the Rus inf. I guess you want him in Mos?

I want to change one of Italy’s noncombat moves since I had to use the inf from Cau. Forget moving 1inf Cau to Euk. I would rather leave him in the Cau. Here should be the right map with the Rus inf moved to Mos.
