One method to regulate commanders is to roll at the beginning of the game to assign each leader a level. That level would be how many rerolls they get.
Event Cards - Weather, Tech, Tactical, etc.

I have been reading some posts on events cards but it looks like many are pretty aged.
I am starting to explore the idea of event cards for weather, maybe some technology, political events, tactical advantages, etc. These could be randomly drawn for entire board or let each country draw their own…or both.
Would like to hear if others have been successful integrating event cards.
