No, you can only place major IC’s on originally owned territory of that power. So Germany could place is on norway since they originally owned it but no other power could since…well it’s Germany’s original territory.
IC damage when captured

So if Germany conquers London and the IC had say 14 damage on it due to SBRs, once captured and the IC downgrades to a minor surely the damage downgrades also to the maximum of 6 at that time also or does it have to stay at 14?

6 is correct, as “Total damage to an industrial complex can’t exceed 20 for major and 6 for minor industrial complexes.”
