3.) new convoy system official
4.) mongolia neutral if USSR attacks, despite what Japan does
5.) Paris NO is gone
6.) for the first time, the mighty USA loses its max 30 ipc NO potential, down to 25. Now they get 5 ipcs - ONE time - after an amphib assault where 3 units land in Normandy or Holland
7.) UK DEI NO is gone

Set up changes that we will use next game . . .

8.) set up changes for everyone except USA, Japan, ANZAC, highlights:
a.) 2nd German bmb, another tnk, another inf
b.) UK bmb, loss of airbase on Gibraltar and Malta
