Pre-war American Factory 3 or 10?

Is the factory on the US West Coast a ‘minor’ one (3) which is magically made a ‘major’ (10) after war is declared?  I always had it a major (10) factory from the start of the game.  thx

In the Pacific Theater game the IC is a major one from the beginning of the game. Looks like you mixed some Global rules in here.
