Yes scramble.
No, you dont have to represent CRD, I always try to count it up manually each round (sometimes I make a mistake and the program will do it for me, but I dont like to trust the program, it has a habbit of double counting in certain places, etc.)

Tactical bombers that are paired up with an attacking fighter or armor unit attack at 4. If you no longer have any armor or fighters in the attack, then the tactical bomber attacks at 3.
