During the collect income phase of your opponent’s turn he, or she, has to check all the convoy zones and tally up how much is lost. They have their turn to clear you out or suffer the consequences.
So if I have my Russian submarine in SZ 105, and you own W. France, every time you collect income you have to remove 2 IPC from your total until that submarine is moved or destroyed.
OK, this needs to be checked manualY then? And for instance z125 is next to nwy and in G hands so a brit ss or surface ship in that zone takes 2+ away for the german’s IPC total? This is kind of cool.

Yes, because the map sometimes will make an error. They may have fixed them all, but I would still be careful and double check.
Yes, the convoy you describe would effect Germany as long as Germany controls Norway.

I used too, but then America gets in the war and you have a really hard time dealing with everything at once so early in the game.
