You cannot get the NO if you take FIC. I’ll move your FIC guys up to Kwangsi and drop 2 IPC from your purchase so you can have the NO. (Or move them back to Siam if there are not 2 guys there.)

Fuzzy square = kamikazee tokens (scramble to the defense of your ships in Okinawa, Japan, once used they are gone, hit on a 2)
Black ships = convoy zones
Wall means China cannot leave China, Burma and Hong Kong.

how do ss & surface ships do this. Just keeping them in that specific sea zone reduces the IPC’s a country has at the end of a turn? I’ll read up on this……

During the collect income phase of your opponent’s turn he, or she, has to check all the convoy zones and tally up how much is lost. They have their turn to clear you out or suffer the consequences.
So if I have my Russian submarine in SZ 105, and you own W. France, every time you collect income you have to remove 2 IPC from your total until that submarine is moved or destroyed.
