I’m not sure if the US can use the ANZAC base or not. My guess would be no, but I don’t remember reading anything about it in the rules.
Description for increased sea unit range says ships can use “an operative friendly naval base” … not sure if ANZAC is friendly or just neutral prior to US entrance in the war.
I don’t mind if you leave the moves as is since they could have reached their destinations in two turns from their starting point off the Philippines anyways, and I doubt it would have made any difference to my Japan moves.
I found one thread addressing the naval base issue prior to US war, but it was inconclusive.
