German subs do convoy damage at 3 instead of 2.  No tech.

We bid for the Axis.  Lowest bid takes Axis.

The bid is for money to be spent before the game starts.  You must place in a space where you already have units of that nationality.  You can split the money between the Axis as you wish.

Ie:  I bid 30, you bid 20.  I can let you have the Axis with $20, or I can bid lower to get them myself.  And we keep going until no one is willing to bid lower.

Just to be sure : if i don’t make a lower bid, you get the Axis and you have 30$ to spend on Axis units to add. Right ?

Technically, if we go to negative bids, the money goes to the Allies.
