But Ireland has no IPC value, so no, USA couldn’t do that unfortunately. Also, I can’t think of many good reasons for them to want one there anyway.

I am also guessing it’s because Northern Ireland didn’t play a role in WWII other than being part of UK as a whole. I am willing to bet they argued that having Northern Ireland as it self would so mean that Wales has to be on its own.

However, I’m still thinking about a Minor IC in Romania (later in the game) just so I can combine a few artillery each turn.

I was thinking:
Buy 7 artillery turn 1. (save 2 ipc)
Also move all starting artillery to Russia. (use planes to kill the French, and limit the naval battles to kill UK trannies and destroyers)
Now you got a lot of artillery on the eastern frontline that later mech buys can exploit.

I wouldn’t do that personaly.

Can you build a mnr IC on a TT you have just captured or do you have to wait a turn?

You can only place ICs, naval bases or airbases in territories that you started your turn with. So, you would need to wait a turn.
