Remember, unlike other versions of the game, you don’t need 8 Victory Cities at the end of the round, you need to hold 8 Victory Cities for an entire turn.  So if Italy gets the 8th, you have to hold all 8 until Italy’s next turn.

I like this change, it means you can’t snipe with 1 guy.
