Anniversay Edition 1942 setup on 1941 map 1.0

This applys the starting setup of 1942 Anniversary Edition to 1941.
Rules changes:
Artillery AAA And cruisers are added. Battleships and carriers now use the rules of Anniversary and cost 20 and 14 IPCs respectively. AAA use 1940 2nd Edition rules.
Italy: Now its own power with a capital and IC in Southern Europe.
China: May only purchase infantry. Gets one infantry for every two territories it owns. Can only move in China(Northwest Szec Man Coast). Does not use IPCs. Pretty much same rules as in Anniversary.

Thanks! Aside from being slanted toward the Axis like in Anniversary 1942 it is a great change of pace.
