IC in Karelia

I see that the IC (no pun intended) in Karelia is a major on a 2 ipc tt. How can that be? Or was it intended that after capture by the axis and then retaken by Russia that it now cannot be upgraded to a major again?

Then, am I to assume that per the rules, a minor IC can only be upgraded to major if it is located on a territory that has a value of 3 or more? tha if this one is retaken by Russia, that it will remain minor?
