99% sure open communication is allowed. The extent to which it’s allowed is up to you, though. With my play-group we cut it off at “talk of general strategy is allowed, anything more specific is not.” We do it this way because of bad experiences where multi-player games would devolve into the “good” Axis Player and the “good” Allies Player forcing their teammates to obey their orders on what to do each turn, effectively turning the game into a 1v1 with a peanut gallery. That’s not much fun for anyone.

LEts say Italy takes the conwoy that is beneath south france in I1. then germany captures southern france on G2. does Italy receive the conwoy money the next round too? if they still hold it. -
italian ships would ELIMINATE ipc’s from their opponents. Italy would not receive any. The allies would need to control S.France in order for the convoy box to aliminate their ipc’s. I’m fairly certain Italy doesn’t want to eliminate German ipc’s.
Say S.France is controlled by the UK. Italy has a sub in the sz south of S.France. On the UK turn, if that sub remains at the collect income phase of the UK turn, the UK would collect two fewer ipc’s.
