I refer to both TAC+FIG and ART+MAN as a “combat pair” (or if confusing, “air pair”) when I roll–but that pairing concept 1:1 is the key I think.

No. The scrambling is defense against Germany’s attack. So like all other battles, friendly units in the seazone are not included. On offense, only one power is involved. On defense, multiple powers are involved.
