@superbattleshipyamato123 Try reading the FAQ for more about how to properly play '41. There’s more to it than infantry in China and more money for the US.
Don’t forget the additional units as stated in the FAQ.

Back Cover - Soviet Union Setup Chart: Russia should contain 6 infantry, 1 tank, and 1 fighter.
Back Cover - United States Setup Chart: The United States’ Starting Income should be “17”. Some
copies of the Rulebook indicate it to be “15”. Also, Northwestern China should contain 1 infantry, and sea
zone 11 should contain 1 destroyer and 1 transport.
I have played a few games with the added units for the allies and still find it very hard for the allies to win.
Our group added one more soviet infantry in Soviet far east and moved one of the infantry in Siberia to Urals.
Our version of the Non-Aggression pact was changed to:
The USSR may attack Japan only if Germany has been reduced to holding territories worth a combined 5 IPCs or less.
Japan may attack the USSR only if the USSR has been reduced to holding territories worth a combined 4 IPCs or less.
