Fixed America’s starting Income.

Added the adjusted set up changes. Included unchanged countries so you do not have to pass around the rule book.

SETUP

USSR: Add 3 infantry to Russia
USA: Add 1 infantry to Northwestern China and 1 destroyer to sea zone 11

No doubt an unnecessary clarification, but to avoid any new players getting the wrong end of the stick - fighters that start or finish at sea must have a carrier in that sz. Up to 2 fighters per carrier.

I have played a few games with the added units for the allies and still find it very hard for the allies to win.
Our group added one more soviet infantry in Soviet far east and moved one of the infantry in Siberia to Urals.

Our version of the Non-Aggression pact was changed to:
The USSR may attack Japan only if Germany has been reduced to holding territories worth a combined 5 IPCs or less.
Japan may attack the USSR only if the USSR has been reduced to holding territories worth a combined 4 IPCs or less.
