UK can lose only 2 IPCs from sea zone 119, as it only touches Scotland. It can lose 8 IPCs from sea zone 109, as it touches both Scotland and United Kingdom.
4 subs in sea zone 119 and 1 sub in sea zone 109 will result in a reduction in income of 4 IPCs for UK. However, 4 subs in sea zone 109 and 1 sub in sea zone 119 would result in a reduction in income of 10 IPCs. In any case, income may not be reduced below zero.
So in theory you can take 4 from Greece too, and 2 from Syria?

I am glad that this is not the official ruling, Having the ability to ultra-reduce a countries income with subs add’s more depth to strategic gameplay. Especially for Germany.

don’t worry too much about this scenario actually fully happening.
Germany needs to buy plenty of subs for this bleeding operation (less IPC’s going to russia), and they know a sub fleet (in 109) can be taken with 1 DD + lots of aircraft (which can’t get hit, so Allies risk only a DD).
