@nebnworb yea they get the bit in their mouth and they can run all over the place. Little annoying things that if they don’t react and you can support, can really be irritating. Of course they can kinda do the same thing, depending on USA strategy : )

 8. All 3 Minor ICs in the continental US automatically are immediately converted to Major ICs when the US is at war. They can be upgraded at any time for 20 IPCs. Here is the rule, but right below the automatically and immediately converted part there is the "they can be upgraded at any time for 20 ipcs? Can someone explain this?

 Before the US is at war, it can upgrade any of its minor ICs for 20 ipcs. Once the US is at war, any remaining minor ICs are automatically upgraded at no cost.
