he is including the money from siberia which is correct in the global game. Also russia and the United States do not recieve their NO unless they are at war with a major power ie germany italy or japan.
With the changes, Vichy rules probably aren’t needed. South France now has a factory as another avenue to getting German forces into the Med, and the overall balance seems better. The games will tell though.
Plus Germany has a little extra incentive to make sure they keep it with the new NO. Taking Norway and building an IC there won’t be the sure thing it’s always been up to now, but yes, if the US can pull it off it would be a major shift in power.
