Question on Territories for nations with a captured capital

If France is controlled by Germany…
Can I move a Brit into Morocco as a non-combat move or any other France Territory and gain the IPC for it?  Would I move Frances National Production down and Britians up?

Does a nation ever get the IPCs for an allies territory?  If UK was captured could I move USA troops into Canada and gain control of those territories?

You can only take control of an ally’s territory if it has already been captured by an enemy
