I’d have to imagine considering making those territories have the ability to build major complexes would be a bit too steep and game altering. It’s an interesting rule though! I like the idea of just producing one more IPC, but not counting towards industrial complex strengths. You can make it so they can be bombed as well and have to be repaired, like any other facility as well. If it’s bombed, you don’t get the bonus income until repaired.
Oil Economy

On the european theatre of A&A the British start out with controll of the middle east and have the oil supply. The idea is that Germany has the option of buying oil from the allies for the amount of total value of the middle east this totals 8. The German player would give the allies 8ipcs to divide amongst themselves as they see fit. In return any moterized German units(Watercraft, Aircraft, and Armor) would be able to move one extra space for the next 3 rounds. At the end of the third round when Germanys buy/place units part of the turn comes up they are considered to have ran out of oil and have the option to refill for another 8ipcs. If at any point and time Germany holds the middle east oil supply, rules are as normal, allies can not purchase oil and no movment would be added to the allies vehicles.
