A Few Quick Questions

A few questions:

If you are second player do you calculate your attack strength before or after the first player fires and kills a bunch of your stuff?  It looks to be “before”, I think.

Can a transport unload in the reinforce phase (i think that’s what it’s called), after paying a supply token fee to rush onto the board?

You’re right.  Fire is simultaneous.
