In a little confused, if you build a minor IC in a territory with an IPC value of 2, can you still upgrade it to a major IC even though it is in a territory worth 2 IPC?
If the idea is to control southern USSR and let northern USSR alone with a IC Romania then you should really debate about going after Persia and then decide to go east to India or west to Egypt.
However, I’m still thinking about a Minor IC in Romania (later in the game) just so I can combine a few artillery each turn.
I was thinking:
Buy 7 artillery turn 1. (save 2 ipc)
Also move all starting artillery to Russia. (use planes to kill the French, and limit the naval battles to kill UK trannies and destroyers)
Now you got a lot of artillery on the eastern frontline that later mech buys can exploit.
