They can attack, too. But you need to ensure that your attacking fighters are able to land safely either on the AC or on a friendly territory. What the rulebook meant is simply that combat and non-combat moves of the AC and the fighters are dealt separately.

If I have fighters on a carrier, and during combat phase, do I have to launch my fighters 1st,
or
am I able to move my AC by 2 steps and then my fighters move another 4 (or is it only 4-2=2 moves left)?

Fighters are always launched before the carrier moves and recovered after the carrier moves. In other words, they must start and end their individual movements in the same sea zones.

basically Fighters are in the air wherever they are when your turn starts, even the carrier planes. (but not your allies if they are on your carrier) At the end of your turn they land, so you need to make sure they have a legal place to land wether it is a carrier or territory.
